Chapter 6

The End of the Saudi-Egyptian Conflict and the Yemen Civil War

The Yemen crisis became so complex that the conflict dragged on for years. Mediation attempts extended some seven years (1963-1970) before peace could be restored. In fact, more than five consecutive years were spent in constant mediation efforts; these involved both international and regional organizations, as well as a number of Arab and non-Arab countries including the United States. None of these efforts, however, was directly responsible for eventually bringing an end to the Yemeni dilemma. The single most important factor occurred in 1967, when Egypt was forced to withdraw its troops from Yemen because of the Arab-Israeli War of June 1967. Even so, three more years were necessary before the Yemeni Civil War finally came to an end, largely through the mediation efforts of Saudi Arabia.

The primary focus of mediation efforts conducted before June 1967 was not on the republican and royalist forces but on their primary supporters, Egypt and Saudi Arabia. Major attempts at mediation were initiated by the Arab League, the United Nations, the United States, Kuwait, Sudan and Saudi Arabia (after 1967). Some of these initiatives were more successful than others, but none ultimately brought peace to Yemen, save for the Saudi initiative. That succeeded, partly, as a result of royalist and republican realization that the time had come for settling their eight-year-long bloody dispute.
